After Hon. Victor Ochei tendered a resignation to avoid impeachment as Speaker of Delta State House of Assembly early in the year, another trouble seems to be around the corner for him following his alleged misappropriation of over N150million belonging to the state legislative arm while he was the Speaker.
The trail of fraud cases leveled against the ex-speaker involved his alleged fleecing of Delta State through inflated cost of renovation projects in the Legislative Quarters and Chambers/offices of the House of Assembly.
N150m was said to have been expended on the renovations with over N88m used to renovate the Speaker Quarter and N13.5m spent on other houses at the Legislative Quarter.
It was also alleged that Ochei got electricity power project contracts in the state through various companies he owns via proxy.
“These projects never followed due process, they were never advertised, no bidding process and their cost implication showed that they were over invoiced and highly inflated” sources explained.
It would be recalled that over 80% Power and Energy Projects in Delta State are handled by his companies, DAV-Notoch Nig Ltd with Rc no 31625, Kachi & Bube Nig Ltd with Rc no 491585, HANVICIND LTD Rc No 385425 and DONALD and MONICA Enterprise.
Before Hon. Ochei became Speaker, he was a member of power and energy committee in the state house of assembly. His membership of the committee was said to have given him a great deal of leverage, which he used to corner juicy power projects through his company, Dav Notch Nig. Ltd.
Hon. Ochei’s membership of the appropriation committee of Delta State House of Assembly then, also came handy in the manipulation of figures in the appropriating of money for the contracts his companies got.
